The University of Texas at Austin's Center for International Business Education and Research (CIBER) was established in 1990 with a grant from the United States Department of Education. Originally a group of 25, the CIBER network now comprises 34 business schools. The CIBER grants run for four-year periods, following which the individual schools must compete again for subsequent four-year periods. UT’s CIBER has successfully competed for these grants in 1990, 1993, 1996, 1999, 2002, 2006 and 2010.
Welcome to the UT CIBER
We are the McCombs School’s “window on the world,” dedicated to globalizing business education. As one of 34 CIBERs funded by the U.S. Department of Education to serve as national resource centers for international business education, our mandate is to enhance the global competitiveness of U.S. businesses.
Among CIBER’s many successes, we are especially proud of the international business-school network we have established for our faculty and students. Through membership in the prestigious Partnership in International Management (PIM) consortium, and with bilateral agreements ranging from Singaporeto São Paulo, these programs help our future business professionals see the world and its business opportunities through the eyes of those from another culture. We send our students to study abroad and bring students from abroad to study with them here in Austin.
In addition to partnerships in Europe, Asia, and Australia, CIBER is active in helping the McCombsSchool nurture its deep ties to Latin
America., through student exchange and language training, scholarly interaction, doctoral education, and faculty exchanges. Most recently, CIBER has developed new partnerships and programs in Asia and Africa.
CIBER receives substantial support for this work from the administration of the McCombsSchool. We also work closely with other organizations at UT-Austin. These include our four Title VI Area Studies National Resource Centers, several other excellent Area Studies Centers, and faculty from the LBJ School of Public Affairs. We collaborate with the College of Liberal Arts to bring business knowledge to language students and language knowledge to business students, and host a cross-disciplinary graduate forum that attracts students from other colleges across campus. We also develop exchange programs for McCombs students, fund international study scholarships, and design international courses, study tours and seminars.

About UT CIBER
The University of Texas at Austin's Center for International Business and Education Research (CIBER) has contributed to the McCombs School’s internationalization efforts in many ways. Its contributions have been made possible with the strong support the Center has received from Deans Robert E. Witt, Robert G. May, George W. Gau, and Tom Gilligan.
One of CIBER’s major achievements is the development of internationalization infrastructure in the form of the McCombs Global Network, a group of more than 40 of the world’s top business schools (see list in the tab "Partner Universities") located throughout Europe, Latin America, Asia, Africa and Australia, with which the McCombs School has developed cooperative relations in various international ventures. The most common form of collaboration is student exchange.
CIBER has also established double degree MBA programs, jointly offered Executive MBA programs, course offerings in overseas locations, PhD program cooperation and faculty exchange. The Network has provided opportunities for more than 50 UT business faculty members to obtain international teaching experience, resulting in an increase in faculty international research productivity.
CIBER has supported the incorporation of languages and area studies into business education, developed exchange programs for McCombs students, funded international study scholarships, and designed international courses, study tours and seminars.
As ‘National Resource Centers’, CIBERs conduct outreach programs to businesses and academic institutions throughout the country. The UT CIBER has worked with other educational institutions and business associations to enhance the international expertise of the region’s businesses.
The UT CIBER’s academic outreach programs take many forms, including outreach to regional K-12 schools on international education, supporting programs that facilitate the internationalization of faculty in area educational institutions and disseminating innovative curricula and teaching tools to schools across the nation.
The UT CIBER’s principal legacy may be its work to foster internationalization within the school. As a result of its efforts, more internationally-oriented classes are being offered, faculty research has a more global dimension, and more UT business students are having significant international experiences. The Center’s efforts have helped to “bring the business school to the world, and the world to the business school.” As business has become global, so has business education, and CIBER has been a key player in the internationalization effort at the McCombs School of Business.

Meet the Staff
Director
David Platt earned his BS in Economics from the Wharton School at the University of Pennsylvania, his MBA in Marketing from Syracuse University, and his PhD in Accounting from Cornell University. He joined the McCombs School in 1996 after working for Pricewaterhouse Coopers (assurance services, clients including Campbell Soup and Vanguard Mutual Funds) and Raymond Corporation (financial and product management in supply chain capital goods and software integration). He has taught in the BBA and MPA programs, receiving teaching awards at the undergraduate and graduate levels, and is currently teaching in the school’s MBA and executive programs in Austin, Houston, and Mexico City.
Dr. Platt is the Director of UT-Austin’s Center for International Business Education and Research (CIBER) and has served as chairman of the Partnership in International Management (a consortium of leading graduate business schools with member schools in 35 countries). He has been a visiting lecturer at the University of Paris and Monterrey Tec. His primary teaching and publication interests are in organizational performance management and the measurement of the cost of goods and services for decision making.
Associate Director
Orlando R. Kelm holds degrees from Brigham Young and UC Berkeley, and his professional interests include the teaching of foreign language and culture for professional purposes, focusing mainly on Latin America and Brazil. He is also active in the use of innovative technologies in the development of pedagogical materials. The homepage for all of these materials is orlandokelm.wordpress.com. Orlando is also involved in study abroad and MBA study tours, including teaching and leading groups to Venezuela, Spain, Chile, Argentina, Brazil, and China. His latest publication (2011, co-authors John N. Doggett & Haiping Tang) is entitled "When we are the foreigners: What Chinese think about working with Americans," which deals with the cultural aspects of working with Americans, from the Chinese perspective.
Assistant Director
Deirdre Mendez came to CIBER after 20 years of consulting on international business strategy for U.S. companies, with a specialization in Japanese business. She has led business delegations to Europe and Japan, and has spoken at international business and economic development conferences in the U.S. and abroad. In Austin, she has served on international boards and committees, and has been an advocate of creating international ties for Austin and Texas. She has also published on Austin’s technopolis development.

Her area of greatest interest is developing experiential training for students and business executives to overcome cultural barriers to successful interaction.

Program Coordinator
Maria Terrazas Maria was born and raised on the border town of El Paso, Texas, where she quickly learned to jump back and forth between two vastly different languages and cultures. Throughout her career, Maria has stayed closely connected with international education. As a student, she spent two semesters working and studying in Strasbourg, France and London, UK. She later completed an internship at the U.S. State Department, and upon finishing her studies, went on to participate in a year-long scholarship exchange to Germany.
Prior to joining CIBER in 2010, Maria coordinated professional internships for American students going to Germany, Spain and Argentina with a nonprofit organization based in New York. Maria’s role at CIBER is to coordinate the summer faculty-led programs and advise students about their options. Maria enjoys assisting students and helping them explore all their international possibilities.
Maria holds a B.A in International Relations from Mary’s University, and a M.Ed in Higher Education Administration with a focus on International Education from The University of Texas at Austin

Administrative Associate
Sabine Wimmer is the Office Manager of the CIBER Office. She is responsible for the daily activities of the office and enjoys assisting the CIBER staff with their projects. She particularly enjoys working with the students in their preparation for their study abroad experience. Sabine is also the network coordinator of the Partnership of International Management, a consortium of 58 top-ranked business schools from across the world.
Originally from Vienna, Austria, she feels right at home in the international environment of CIBER and McCombs. She is a graduate of the MPA Program of the McCombs School of Business and worked as an auditor at KPMG. She spent five years in France teaching Business German and English to professionals at the university level. Before attending The University of Texas at Austin, Sabine worked for German, French and British companies in various export positions. She speaks German and French.

CIBER Network
Mandate
The Centers for International Business Education and Research (CIBERs) were created under the Omnibus Trade and Competitiveness Act of 1988 to increase and promote the nation's capacity for international understanding and economic enterprise. Administered by the U.S. Department of Education under Title VI, Part B of the Higher Education Act of 1965, the CIBER program links the manpower and information needs of U.S. business with the international education, language training, and research capacities of universities across the U.S. Thirty-one universities were designated as centers that serve as regional and national resources to business, students, and academics. Together, the CIBERs form a powerful network focused on improving American competitiveness and providing comprehensive service and programs that help U.S. business succeed in global markets.
Mission
The mission of the CIBERs is the enhancement of U.S. global competitiveness. The three main goals of the CIBERs are:

Funding
The Centers for International Business Education and Research (CIBERs) are authorized under Title VI, Part B of the Higher Education Act of 1965. They are funded through an appropriation in the annual U.S. federal budget, and funding is administered by the U.S. Department of Education. Each CIBER school matches federal funding annually and in most cases support is provided by the school in an amount that far exceeds the federal award. Funds received, both federal and matching, are applied in a variety of ways, including staffing of functions within the Center, awarding of grants to faculty and students to promote internationalization of students' programs and research, presenting workshops and seminars, and providing direct outreach support to schools and multiplier organizations in the region.
