Michelle Michot Foss

Dr. Michelle Michot Foss develops and directs research on economics of the energy value chains and commercial frameworks to support energy investment. She is principal investigator for CEE’s natural gas/LNG research and public education consortium, is principal investigator for CEE’s 5-year cooperative agreement with the U.S. Agency for International Development (USAID), and is the director of CEE’s main international capacity building program, New Era in Oil, Gas & Power Value Creation.

Michelle coordinates and implements activities at CEE in support of major BEG projects and initiatives, including the Gulf Coast Carbon Center and FutureGen Texas, worldwide energy resource assessment studies and related information management, and other programs. She advises U.S. and international energy companies, publishes and speaks widely on energy issues, provides public commentary and testimony to governments, and oversees CEE’s administration and funding.

Dr. Foss has twenty-nine years' experience in energy and environmental research and consulting (oil and gas, coal, nonfuel minerals, electric power) in the U.S. and abroad in senior positions with extensive public speaking and publications. Prior to joining UT Austin, she was Executive Director of the Institute for Energy, Law & Enterprise at the University of Houston; Director of Research, Simmons & Company International; Senior Associate and Director of Research, Jesse H. Jones Center for Economics and Demographic Forecasting, Rice Center; Coordinator, Energy and Minerals Field Institute, Colorado School of Mines; Environmental Consultant, Impact Environmental Scientists & Engineers, Denver; Environmental Consultant, Texas A&M University; and Environmental Consultant, Southwest Research Institute.

Dr. Foss has published articles in industry journals such as the Oil & Gas Journal, LNG Journal and The Energy Journal. She has written books/manuals about electric power in Texas for the Institute for Energy Law and Enterprise at the University of Houston.
