- Jess Totten, Director, Electric Industry Oversight Division Public Utility
Commission of Texas, “Retail Electric Markets and Renewable Energy in the State
of Texas.” – Jess Totten gave an overview of how ERCOT functions and introduced
the Certified Renewable Energy Zone, or CREZ, program that is paving the way to
further increases in renewable generation capacity in Texas.
