About Center for Global Business

The University of Texas at Austin's Center for Global Business was established in 1990 with a grant from the United States Department of Education as Center for International Business Education and Research (CIBER) . Originally a group of 25, the CIBER network was increased to 34 business schools.  As of 2014 the network now comprises 17 business schools.  The CIBER grants run for four-year periods, following which the individual schools must compete again for subsequent four-year periods. The Center for Global Business has successfully competed for these grants in 1990, 1993, 1996, 1999, 2002, 2006, 2010 and 2014.

Welcome to the Center for Global Business

The Center for Global Business at The University of Texas at Austin serves in large part as the McCombs School's "window on the world", dedicated to globalizing business education, not only here at McCombs, but also across the region and the country.  As one of 17 CIBERs funded by the U.S. Department of Education to serve as national resource centers for international business education, our mandate is to enhance the global competitiveness of U.S. business.

As you will see as you survey our website, the Center is involved in a myriad of activities:

  • We develop and deliver programs for students and faculty to access and engage in business education across our world.
  • We create tools for educators and business people to improve their understanding of global business and to enhance their professional effectiveness.
  • We collect resources to assist students, faculty and business practitioners in learning about international business.
  • We collaborate with a wide-range of organizations and institutions to provide greater knowledge and expertise about global business across Texas and the country.

We are exceptionally grateful for the assistance we receive from a variety of supporters who make our work possible.  In addition to U.S. Department of Education funding, Center for Global Business receives substantial support for its work from the McCombs School and its current Dean, Dr. Jay Hartzell.  In addition, we are aided by the collaborative spirit and support of the departments, centers, and quality staff of McCombs School.

Across UT Austin we work closely with the Title VI Area Studies National Resource Centers along with faculty from other colleges such as the LBJ School of Public Affairs.  We participate with the College of Liberal Arts in bringing business knowledge to language students and language knowledge to business students, as well as jointly host a cross-disciplinary graduate forum that attracts students from other colleges across campus.  We collaborate regularly with various international focused offices across campus including the Provost's office, and the Study Abroad and International Offices.

We are also partners with many other external organizations such as other CIBERs, our network of business schools across the world including the prestigious Partnership in International Management (PIM) consortium, the District Export Council and NASBITE.

What is CIBER

The Center for International Business Education (CIBE) program was initiated by the U.S. Congress with the goal of enhancing the United States' competitiveness in global markets by encouraging greater international business education at higher education institutions across the U.S.  Administered by the U.S. Department of Education, the CIBE program provided funding to establish national resource centers for international business educations through a competitive grant program.  CIBE grant recipients were tasked with creating international business related programming within their universities, providing models and support for other universities to do the same, and offering competitiveness-building globally-focused education for U.S. business.  Because research was expected to be an important component of CIBE funding, the new centers became known as CIBERs: Centers for International Business Education and Research. 

Since its initial funding in 1990, the Center for Global Business at The University of Texas at Austin has met the purposes of the CIBE program by initiating ever-evolving initiatives designed to respond to the changing needs among U.S. colleges, universities and U.S. business for innovative responses to challenges in global business and business education.

Center for Global Business has contributed to the McCombs School's internationalization efforts in many ways.  One of the center's major achievements is the development of internationalization infrastructure in the form of the McCombs Global Network, a group of more than 40 of the world's top business schools (see list in tab "Partner Universities") located throughout Europe, Latin America, Asia, Africa and Australia, with whom the McCombs School has developed cooperative relations in various international ventures.  The most common for of collaboration is student exchange, but various other collaborative programs are jointly offered Executive MBA programs, course offerings in overseas locations, PhD program cooperation and faculty exchange.  To date, the center has provided opportunities for thousands of UT students to gain international education and work experience.  Additionally the network has allowed more than 50 UT business faculty members to obtain international teaching experience, resulting in increased faculty international research productivity.

Within The University of Texas, Center for Global Business works collaboratively with the many outstanding area studies Centers on common initiatives.  UT Austin is home to some of the most noted international centers of expertise in the nation, including the European Studies Center, the European Union Center, the Center for Russian, Eurasian and Central and Eastern European Studies Center, the Center for Asian Studies and the Teresa Lozano Long Institute of Latin American Studies (LLILAS).  Being able to tap the extensive knowledge resources, faculty, and staff of these Centers has significantly enhanced our centers' ability to meet the goals set for the CIBE initiative.

An area of high priority in the CIBE grant program, and one in which Center for Global Business has particularly accomplished, is in developing mechanisms to incorporate foreign languages and area studies into business education and creating tools to assist other educators and business professionals to teach and learn business language.  Another area of distinction for the center has been the creation of systematic tools for cultural analysis.  The Cultural Analysis Toolkit and related programming provides an efficient method whereby students and business professionals can assess the cultural environment of business in a given world region and tailor their personal, professional, and business responses for more effective cross-cultural interaction.  Center for Global Business continues to provide the Toolkit along with associated training to a wide set of students, educators, and business practitioners.

As 'National Resource Centers', CIBERs conduct outreach programs to businesses and academic institutions throughout the country.  Center for Global Business has worked collaboratively with numerous educational institutions, business associations, and local, regional and national governmental agencies to enhance the international expertise of the region's businesses.  CIBERs' academic outreach programs take may forms, including those designed for regional K-12 schools on international education, supporting programs that facilitate the internationalization of faculty in other educational institutions, and disseminating innovative curricula and teaching tools to schools across the nation. 

The center’s legacy can be seen clearly throughout the McCombs School where education has become more global in focus, new internationally-oriented classes are offered, faculty research has a more global dimension, and significantly more UT business students receive international experience.  Because we are a well-established partner with local businesses and business organizations, the center has been able to have a material impact on the local business climate.  Moreover, the many national initiatives where Center for Global Business has collaborated with other CIBERs and educational institutions has supported international business education on a national scale.

As business has become global, so has business education, and Center for Global Business has been a key player in the internationalization of business education, not only at the McCombs School and The University of Texas, but across the nation.  Truly, the center’s efforts have helped “bring  business schools to the world, and the world to business schools.”

Meet the Staff

Deirdre MendezDirector

Dr. Linda Gerber joined the faculty at The University of Texas at Austin in 1990, where, in addition to her teaching responsibilities, she served as Director of Academic Programs for the Center for Global Business from 1990 through 1999. 

During that time she created and managed programs designed to enhance the global perspective of business education.  As Academic Programs Director she spearheaded the creation of business language courses across various foreign language departments, supervised all international student exchange and scholarship programs in the College of Business, and initiated a number curricular programs related to international business. 

From 1999-2006, Dr. Gerber was the Assistant Director of the Center for Customer Insight while she also served as the Assistant Chair of the Department of Marketing and International Business in the McCombs School of Business.  In addition to her teaching responsibilities in international business, Dr. Gerber currently is the Center for Global Business Director and the Faculty Director of the International Business major.


Associate Director of Cultural Programs

Dr. Deirdre Mendez is Associate Director for Cultural Programs at the Center for Global Business at The University of Texas at Austin.  In this role, she oversees the development and implementation of cultural adaptability programs to enhance the competitiveness of U.S. business. 

Dr. Mendez is also a member of the faculties of the McCombs departments of management and marketing.  She teaches international business and management to undergraduates, MBA students, and executives.  She holds a PhD in linguistics, and worked as a consultant to U.S. corporations developing international strategies for 20 years before coming to UT-Austin.  Since returning to academia, she has been a leader in work at McCombs to develop resources that strengthen students’ and executives’ adaptability to the international context.

Dr. Mendez has developed an academic framework and training system to facilitate intercultural adaptability and problem solving.  The Cultural Analysis Toolkit is currently used at The University of Texas and other universities to teach international management and leadership courses, help students and businesspeople adapt to new cultural environments during study abroad, international internships, and service learning programs, and facilitate integration of culturally diverse teams of executives. 


Orlando KelmAssociate Director of Business Language Programs

Orlando R. Kelm is an Associate Professor of Hispanic Linguistics at the University of Texas at Austin where he teaches courses in Portuguese and Spanish, focusing mainly on business language and the cultural aspects of international business communication. Professor’s Kelm's research and publications center on the cultural aspects of international business and the pedagogical applications of innovative technologies in language learning, focusing mainly on Latin America and Brazil.  

His most recent online materials development projects are entitled “Conversa Brasileira” and “Língua da Gente” and his most recent book (coauthors: John N. Doggett and Haiping Tang) is entitled "When We Are the Foreigners: What Chinese Think About Working With Americans."  Prior to that, he published a similar book about Brazilian perceptions regarding their work with North Americans, (coauthor: Mary E. Risner): “Brazilians Working with Americans.” His next book (coauthor: David A. Victor), provisionally entitled “The 7 Keys to International Communication: Brazil” should be published through Georgetown University Press soon.


Assistant DirectorCheryl Lane

In 2015, Cheryl Lane joined the Center of Global Business as Assistant Director after 11 years with Texas Executive Education where she had responsibility for developing and implementing business education programs for a wide array of international business school groups including many associated with the University's partner institutions.  As a result, she is a key administrator who is well versed in UT, College and international business school operations.  Most importantly, Cheryl has outstanding relationships among our faculty, staff and our business community.

The Centers for International Business Education and Research (CIBERs) were created under the Omnibus Trade and Competitiveness Act of 1988 to increase and promote the nation's capacity for international understanding and economic enterprise. Administered by the U.S. Department of Education under Title VI, Part B of the Higher Education Act of 1965, the CIBER program links the manpower and information needs of U.S. business with the international education, language training, and research capacities of universities across the U.S. Thirty-one universities were designated as centers that serve as regional and national resources to business, students, and academics. Together, the CIBERs form a powerful network focused on improving American competitiveness and providing comprehensive service and programs that help U.S. business succeed in global markets. 


The mission of the CIBERs is the enhancement of U.S. global competitiveness. The three main goals of the CIBERs are:

  • The internationalization of U.S. business education
  • Integration of international non-business disciplines (e.g., language) into business education
  • Development of a partnership with the regional international business community to contribute to each other’s internationalization efforts


The Centers for International Business Education and Research (CIBERs) are authorized under Title VI, Part B of the Higher Education Act of 1965. They are funded through an appropriation in the annual U.S. federal budget, and funding is administered by the U.S. Department of Education. Each CIBER school matches federal funding annually and in most cases support is provided by the school in an amount that far exceeds the federal award. Funds received, both federal and matching, are applied in a variety of ways, including staffing of functions within the Center, awarding of grants to faculty and students to promote internationalization of students' programs and research, presenting workshops and seminars, and providing direct outreach support to schools and multiplier organizations in the region.
