David Spence is Professor of Law, Politics & Regulation at the University of Texas at Austin’s McCombs School of Business, where he teaches courses on business-government relations, the regulation of business, stakeholder relations, energy regulation and environmental regulation. Before coming to academia, he was a practicing attorney representing public utilities, energy companies and others in connection with a wide variety of environmental and energy regulatory matters.
Professor Spence is co-author of the Foundation Press textbook, Energy, Economics and the Environment (2006). He has numerous scholarly articles on energy and environmental regulation, and the regulatory process with his latest, “Can Law Manage Competitive Energy Markets?” (2008). Dr. Spence has taught at the Harvard Law School, the Vanderbilt University Law School, the Cornell University School of Law, the Bren School of Environmental Management at the University of California at Santa Barbara, the Nicholas School of the Environment at Duke University and IMADEC University (Vienna Austria).
David Spence has designed and taught executive education programs for companies all over the world including Royal Dutch Shell, Petrobras and Construction Industry Institute to name a few. Along with his work at The University of Texas at Austin, he actively teaches executive education at El Instituto Technologic y de Estudios Superiores de Monterrey, in Mexico City and a summer business law course at Edinburgh University in Edinburgh, Scotland during the summer.
Professor Spence was the recipient of the 2011-2012 Fawn and Vijay Mahajan Teaching Excellence Award for Executive Education. He has also been the recipient of the McCombs School MBA Teaching Honor Roll in 2002, 2003 and 2008. He received the CIBER Award for best "internationalized" course, energy law.
